Plot wise I feel like the officials in the police department were expecting too much. When you throw people with no training into a situation they will not follow orders if something seems off. But like the stories says, if they are so desperate for manpower they get into a cycle.
Plot wise, it was decent in execution and scope. A couple of times I started to lose track of characters.
Transformation wise it is not integrated that well. My standard test feels like you could easily write a version of the story without any shapeshifters.
Overall I was able to escape into the story for a bit. The transformation content let it down in the end however
